Livablity.com, a Franklin, Tenn.-based division of Journal Communications Inc., came to its results by number crunching data from various sources, including the U.S. Department of Housing & Urban Development’s (HUD) Location Affordability Index, U.S. Bureau of Labor Statistics’ numbers on areas with low unemployment for seniors, and Kiplinger research on markets with retiree-friendly tax benefits. Other data factors included areas with low health care costs, low crime rates and a comfortable cost of living.
